Seminarium ACMiN: Development of the Polish end European space sector in the area of dual use technologies and capabilities

Streszczenie

Space is becoming a contested warfighting domain, with orbital assets being threatened by hostile kinetic and non-kinetic actions. The border between civilian and military use of space is starting to get blurred, as most orbital assets have dual use capabilities – intentionally or not.

This is reflected by the new NATO concept of multidomain operation, where the joint employment of military and civilian capabilities is needed in order to deter and defend against a peer-to-peer adversary. In peacetime, both civilian and military orbital assets may become targets of hybrid attacks, aimed at testing the defense capabilities and resolve to use them by a particular nation.

The lecture will give an overview of space as an operational domain and the associated capability areas. It will explore the dual use potential of each of those areas, explaining their relation with other “non-standard” operational domains: cyber and cognitive. The lecture will then present an overview of the polish and European space sector capabilities and main development areas, presenting examples of those which are particularly interesting from the dual use perspective, with focus on the Space Transportation Systems.
